Contractor Onboarding — End-to-End Process

1. Purpose

This Standard Operating Procedure defines the end-to-end process for onboarding contractors into the organization. It establishes clear ownership, standardized steps, and compliance safeguards to reduce operational risk and ensure a consistent, high-quality experience for requestors and contractors alike.

2. Scope

This SOP applies to all contractor engagements initiated across the organization, regardless of function, geography, or engagement duration.

  • Includes: new engagements, renewals, extensions, change orders, terminations
  • Includes: 1099 contractors, agency-supplied contractors, and staff augmentation
  • Excludes: full-time employee hiring (see HR SOP HR-FTE-001)
  • Excludes: vendor procurement of goods (see Procurement SOP PRO-GDS-001)

3. Roles & Responsibilities

Operations TeamOwns the end-to-end process, coordinates cross-functional handoffs, monitors SLA, and reports on outcomes.

FinanceSets up payment terms, tax documentation, and budget line assignment.
ITProvisions system access, hardware, and enforces security policy.

4. Procedure

  1. Request Submission. Requestor completes the intake form in the Operations portal.
    • Attach Statement of Work
    • Attach budget approval
    • Identify executive sponsor
  2. Intake Review. Operations Team confirms completeness within 2 business days.
    • Validate request type
    • Confirm budget alignment
    • Assign ticket owner
  3. Compliance Screening. Operations Team runs compliance and conflict checks.
    • Sanctions screening
    • Duplicate engagement check
    • Risk classification
  4. Legal Review. Legal reviews contract and NDA terms.
    • Standard MSA template review
    • Exception approval as needed
    • Signature routing
  5. Supplier Setup. Operations Team coordinates supplier record creation.
    • W-9 / tax documentation
    • Insurance certification
    • Banking information
  6. Payment & Tax Setup. Finance configures payment terms and codes.
    • Cost center assignment
    • PO issuance
    • Rate confirmation
  7. System Access Provisioning. IT provisions accounts and access.
    • Identity provisioning
    • Role-based access
    • Device issuance if applicable
  8. Confirmation & Handoff. Operations Team confirms readiness and hands off to Requestor.
    • Readiness checklist complete
    • Contractor welcome email sent
    • Ticket closed with audit trail

5. Compliance & Escalation

  • All actions are recorded in the audit trail with timestamps and actor identity.
  • Data retention aligned to policy — 7 years for contract and payment records.
  • Escalation Tiers: L1 Ops Analyst → L2 Ops Lead → L3 Ops Manager → Director.
  • SLA breach triggers automatic escalation notification at 80% of SLA window.
  • Exception approval requires Legal + Operations Manager sign-off.
